The Supreme Court has directed the Chief Secretaries of all States and Union Territories to appear in person on November 3 for failing to submit affidavits detailing measures taken to address the stray dog menace.
During the hearing, the apex court noted that only Delhi (Municipal Corporations), West Bengal, and Telangana had complied with its earlier order to file status reports. The remaining states and UTs have been asked to explain their non-compliance when they appear before the bench at 10:30 am.

The court expressed displeasure over the continued inaction and delay in addressing the growing issue of stray dog attacks and population control measures. It reiterated that the matter concerns public safety and animal welfare, and directed all remaining governments to be ready with their explanations and supporting documents.
The Supreme Court’s order is part of ongoing proceedings on the regulation and management of stray dogs across India, amid rising incidents of attacks and disputes over animal sterilisation and feeding zones.
Further directions are expected to be issued after the hearing on November 3.
