The Goa Town and Country Planning Board has approved proposals to classify a total of 4,39,558 square metres of land in Tiswadi as No Development Zone (NDZ) and Non-Developable Area under Section 39A of the Goa Town and Country Planning Act.
The decision was taken during the 232nd meeting of the TCP Board held on May 4, 2026, and the proposal has now been published in the Official Gazette inviting public suggestions and objections. Citizens have been given 30 days from the date of publication to submit their representations to the Chief Town Planner in Panaji.
Out of the total land identified, around 1,02,500 square metres is located in Ella. According to the proposal, the land comprises several survey holdings that were previously categorised partly as settlement areas, orchards, institutional zones, and regions affected by archaeological park restrictions. The proposed revised land use has now been marked as No Development Zone, with the TCP Board recommending it as a Non-Developable Area.
The remaining and larger portion, measuring 3,37,058 square metres, falls within Calapor. This area includes land earlier identified as paddy fields, water bodies, saltpans, khazan lands, mangroves, and orchard zones. The TCP Board has proposed these lands to be designated as Non-Developable Areas, excluding portions already classified under settlement zones.
The move is aimed at preserving ecologically sensitive and environmentally significant areas in Tiswadi from future construction and large-scale development activities.
