The Disability Rights Association of Goa (DRAG) has alleged that several government departments are failing to effectively implement the mandatory 4 per cent reservation in public employment for persons with disabilities (PwDs), resulting in a large number of reserved posts remaining vacant.
Addressing the issue, DRAG President Avelino de Sa expressed concern over the absence of reliable and transparent data on the recruitment of persons with disabilities across various government departments. He said the lack of proper monitoring and implementation of reservation norms has deprived many eligible candidates of employment opportunities.

The organisation maintained that inadequate enforcement of the reservation policy continues to affect one of the state’s most vulnerable sections and called for greater accountability from government agencies.
DRAG has urged the government to strictly implement the 4 per cent reservation mandate, conduct regular reviews of recruitment figures, and ensure that reserved vacancies are filled in a timely manner. The organisation has also sought equal treatment for persons with disabilities in transfer policies, enhancement of financial assistance under disability pension schemes, and stronger initiatives to improve accessibility, inclusion, and public safety for persons with disabilities across Goa.
The association reiterated that effective implementation of disability rights policies is essential to promoting equal opportunities and ensuring the social and economic empowerment of persons with disabilities.
