Amid growing public confusion over the role of passports in establishing citizenship and eligibility for government benefits, the Ministry of External Affairs (MEA) has clarified that an Indian passport is primarily a travel document and should not be regarded as conclusive proof of citizenship.
The clarification was issued during a detailed briefing on India’s expanding passport and mobility ecosystem, where officials highlighted a series of reforms aimed at making passport services more accessible, secure and globally accepted. The initiatives are also intended to support overseas employment opportunities and facilitate international travel for millions of Indians.

Officials emphasized that while passports are issued to Indian citizens, their principal purpose is to enable international travel and serve as a means of identification abroad. The statement comes amid ongoing discussions regarding the use of various documents, including Aadhaar and Voter ID cards, as proof of citizenship.
The government also showcased major improvements in passport services across the country. According to officials, passport processing times have been reduced significantly, with many applications now being completed within five working days. In addition, applicants are spending less than 45 minutes at Passport Seva Kendras (PSKs), reflecting the success of technology-driven reforms and streamlined procedures.
The MEA said the improvements are part of broader efforts to enhance service delivery, improve efficiency and strengthen India’s global mobility framework while ensuring greater convenience for passport applicants.
