PANJIM: As the State government now banks on the upcoming month-long Monsoon Session to postpone the panchayat elections, the State Legislative Department contends that the election process is “distinct” from the functioning of the Assembly. The government replies, especially that of the Minister for Panchayat, would be, however, governed as per the Model Code of Conduct.
The Monsoon Session of the State Legislative Assembly is scheduled from July 11 to August 12. On the other hand, on Tuesday, the Bombay High Court at Goa directed the State government and State Election Commission (SEC) to issue a notification with the poll date within three days and complete the election process within 45 days, i.e by August 12.
Speaking to Herald, Speaker Ramesh Tawadkar said that there is no question of curtailing the Assembly Session. He said that the Assembly’s functioning is distinct from the election process.
“There is completely no inter-relation,” he said adding “we will have to wait for the directions of the SEC once the election code is announced”.
“There is a vast difference between the Model Code set for panchayat polls and State Assembly elections. So, we will have to wait for it,” the Speaker said.
Sources said that there will be major restrictions on Minister for Panchayat, as he will be in no position to make any promises or announcements. “There will be restrictions on government too…will have to see,” sources said.
