Adv. Aires Rodrigues raises issue of posting Daulat Hawaldar as DEO of South Goa.

The Chief Electoral Officer Goa has referred the complaint pertaining to the posting of IAS officer Daulat Hawaldar as district returning officer in South Goa, to the Election Commission of India.

PANJIM: The Chief Electoral Officer Goa has referred the complaint pertaining to the posting of IAS officer Daulat Hawaldar as district returning officer in South Goa, to the Election Commission of India.

The complaint was filed by Adv Aires Rodrigues.

EC, on Tuesday had replaced state civil officer Sandeep Jacques with Hawaldar following complaints that the former was Officer on Special Duty to Chief Minister Digambar Kamat.  

In the present complaint, Rodrigues alleged that the appointment of Hawaldar, currently posted as Collector and District Election Officer for South Goa has been working under Urban Development Minister Joaquim Alemao for seven years.

“Hawaldar had managed to remain un-transferred since 2005 as Director of Municipal Administration under the urban development minister,” Rodrigues observed.

“Hawaldar has also been holding the additional post as Member Secretary of the State
Urban Development Agency which is also a department under Alemao,” Rodrigues said adding the appointment of such a politically manageable and pliable officer was contrary to the Election Commission’s intent and desire to ensure free and fair polls.

The South Goa district is likely to have four members from the Alemao family contesting for the upcoming polls.
