PANJIM: Superintendent of Police (SP) Mangaldas Desai has filed a complaint with Panjim police against SP Allen D’Sa, then chairman of Departmental Promotion Committee (DPC) of Goa Police R K Sharma (IGP), member V R Kadam (DIG) and A T Kamat, under secretary Home for illegally promoting D’Sa from the post of police sub-inspector to police inspector in 1987.
Desai has urged that an FIR be registered under Section 420 of IPC and 13(d) of the Prevention of Corruption Act. He claimed that the promotion has led to a loss to State exchequer as D’Sa received the scale of a PI earlier than his actual promotion. According to Desai, as per the record and vacancies D’Sa was due for promotion only in 1992.
Desai said that in 1987 there were two sittings of the DPC to recommend promotions of PSI to PI. In the first sitting held on May 27, 1987 in which Desai was promoted to PI the DPC considered the grading system which was based on the Annual Confidential Report (ACR) and Service Records in which five officers were promoted.
But the DPC meeting held on October 10, 1987 which promoted D’Sa along with three others had not considered the grading system and in the assessment the DPC had given marks, which is illegal as per the DPC guidelines, Desai has claimed.
In an affidavit filed in the High Court of Bombay at Goa, in a writ petition filed by D’Sa in 1996, SP Headquarters V V Vernekar had said that grading was required to be done while promoting officers and marks were given which was not permissible.
Desai has alleged that the change in system of marks from grading was mainly to favor candidates who were promoted in the DPC meeting held on Oct 16, 1987.
Documents in possession of Herald clearly show that the DPC promoted four officers, including Allen D’Sa, who was at the serial number 11 in the seniority list.
