Calangute panchayat granted additional time

The Bombay High Court at Goa on Monday granted the Calangute Panchayat additional time of one month to comply with earlier orders of the Court for setting up composting units for treatment of waste. The Division Bench comprising Justice B P Dharmadhikari and Justice R Salvi, though granted the request for additional time to the applicant, directed that such composting units should be build in accordance with the law.
When the application moved by the applicant panchayat came up for hearing Monday morning Amicus Curiae Norma Alvares brought it to the notice of the Court that three years have passed since High Court issued the directives to panchayat to set-up composting units.
The applicant panchayat has not complied with the courts orders despite the fact that Calangute is a major tourist destination and as a result generates a lot of garbage, she said.
The counsel for the applicant Pranoy Kamat told the Court that the Panchayat had passed a resolution to construct four composting units on Survey No. 47/1. But has been unable to move ahead with their plans due to delay caused by the government in allotting land.
In view of this explanation, the Division Bench directed the State Government as well as the Calangute Panchayat to file affidavit by May 2 explaining the delay caused in complying courts orders.
