Old RTO Margao in pathetic condition

Has anyone been to the Old RTO, Arlem-Margao to make an appointment and payment for High Security Registration Plates (HSRP) fitting? The place is pathetic and insult to the dignity of customers. No fans, neither inside the counter nor outside, where people have to stand for at least an hour or more to get his/her turn. 
Tokens are being issued but numbers not strictly followed. No senior citizen’s separate line, an 85 years old man was experiencing tough time while waiting for his turn. Finally, he had to call his son to help. I spent more than one hour for my turn.
I met the Assistant Director in his chamber and appraised him about the poor service being provided to the citizens and of the hot and humid conditions prevailing near the counter. I impressed upon and requested him to take necessary measures to alleviate the difficulties faced by the public.
HSRP fitting is a revenue generating exercise. Why should the public be put to such unbearable situation?
Besides, there’s only one lady attending the customers, doing the functions of clerk and cashier. Can’t they open at least one more counter to ease the situation?
Don’t Goans deserve better organised and efficient service? Concerned authorities should look into it and take necessary action.
When I visited the place where the fitting of new plates is done, I met a known lady who had come with her scooter to get the plates fitted. Unfortunately, the staff there could not remove the old plates. Finally feeling helpless, she called her husband (a doctor). When I left the place he was still busy removing the old plates. God only help us!
