Concerned citizens of Margao, along with complainant Sona Shaikh, have strongly objected to the manner in which the Margao police registered an FIR in connection with the viral video showing a Muslim minor boy allegedly being coerced to chant pro-Pakistan slogans and make anti-India statements.
The complainant and citizens’ group alleged that the police, acting under pressure from higher authorities, deliberately filed the FIR against an “unknown person” despite the accused being both known and identifiable.

They further claimed that the sections invoked in the FIR suggest that no serious criminal act had been committed, thereby diluting the gravity of the incident.
The Viral Video
The controversy erupted after a video surfaced on September 20, 2025, across WhatsApp, Instagram, YouTube, and other platforms.
The clip allegedly shows an adult Hindu male coercing a 12-year-old Muslim boy to chant “Pakistan Zindabad” and “Pakistan ki Jai”, along with other anti-India statements.
The child, appearing visibly uncomfortable, was reportedly bribed and prompted from behind the camera. The video quickly spread across South Goa, raising alarms over:
- Child exploitation
- Communal harmony
- National security
Copies of the clip were earlier submitted to the Margao Town Police Station.
Citizens Demand Stronger Action
Unsatisfied with the FIR, the complainant and citizens’ group have now filed a fresh representation to Superintendent of Police (South) Tikam Singh Verma.
They are demanding that a proper FIR be registered under:
- Bharatiya Nyaya Sanhita (BNS), 2023
- Juvenile Justice Act, 2015
- Goa Children’s Act, 2003
The representation points to serious offences, including:
- Using a child to commit an offence
- Promoting enmity between communities
- Acts prejudicial to national integration
- Creating public mischief through electronic circulation
- Cruelty and psychological abuse under the Juvenile Justice Act
- Degrading or demeaning treatment of children under the Goa Children’s Act
Citizens Warn of Legal Escalation
The complainant has warned that if corrective action is not taken, the matter will be escalated to the courts.

Citizens carried a clear message: law enforcement must act decisively to protect children and preserve communal harmony in Goa.
The representation demands the immediate registration of an FIR with all applicable sections and strict action against the identified accused.
