Members of a civil society group on Monday submitted a memorandum to the Chief Electoral Officer (CEO) of Goa, raising serious concerns over the possible political misuse of the ongoing Special Intensive Revision (SIR) of electoral rolls.
They stated that the SIR — designed to verify and update voter lists — must be conducted in a “systematic and transparent manner” with participation from activists, NGOs and the public. The group warned that the current rushed approach risked a “large-scale and potentially targeted exclusion of genuine voters,” citing documentation lapses, poor timing and inconsistent procedures followed by Booth Level Officers.

They urged the CEO to publish a searchable list of all deleted voters, along with reasons such as death, migration or duplication, to ensure accountability and prevent wrongful disenfranchisement. The activists also alleged attempts by ruling parties to influence the revision process and called on the Election Commission of India to enforce stronger safeguards.
In a key demand, they pressed for the 2027 Goa Assembly elections to be conducted using paper ballots.
