PANJIM: The North Goa District Administration has imposed restrictions on cyber cafes prohibiting their services to unknown people due to intelligence inputs regarding terrorist threats to the western coast of India.
“Anti-social elements, terrorists are using internet facilities to mislead the security and investigating agencies, create panic in the public, endanger the security of VVIPs and vital installations and help in the terrorist activities, thereby directly affecting the security of the State,” District Collector Neela Mohanan said.
She said that it is necessary to take measures to prevent danger to human life or safety, to thwart/prevent terrorist activities, which may affect the security of the State and create disturbance of public order and tranquility.
“The owner of the cyber cafes should prohibit the use of cyber café by unknown person and whose identity has not been established by the owner of the café; should maintain a register for identity of the visitors/user,” she said
Cyber café operators are asked to maintain the entry in the handwriting of the visitor mentioning name, address, telephone number and identity proof. The user shall also sign the register kept for this purpose.
“The identity of the visitor/user shall be established through government identity card only, like voter card, driving license, smart card, passport, etc. Activity serve log should be preserved in the main server and its record preserved for at least six months and if any activity of the visitor is of suspicious nature, the owner of the Cyber Café shall immediately inform the nearest Police Station and the Police Control Room,” Mohanan stated.
