MARGAO: District Magistrate, South N D Agrawal has reserved orders to December 30 in the messy SGPDA wholesale fish market case, even as the complainant/informant on Thursday threatened to withdraw the plaint within 24 hours if no orders are passed by the court.
The complainant further alleged that the magistrate’s court has failed to conduct or order an impartial inquiry despite producing concrete proof and evidence in support of his case.
When the matter came up for hearing before District Magistrate, N D Agrawal for hearing under section 133 of the CrPC, complainant/informant Savio Dias in a written submission expressed his disappointment and dejection at the way the proceedings have been taken place all along.
“Till date, no relief has been provided to the informant who in public interest is pursuing the matter. The informant is now 99 per cent aware that this court cannot provide any relief as for the past one year the matter has been proceeding without any concern to the matter focused in public interests and brought before the court pleading for appropriate action”, Dias said in his submission.
He contended that the SGPDA had for the last 14 long years failed to resolve the market condition, adding that the PDA had failed to carry out the maintenance of the market and improve its condition.
Referring to the appointment of three-member panel by the court, Dias lamented that the findings of the panel were not taken into cognisance.
“A month’s time was given to the new member secretary of South Goa Planning and Development Authority to study the case. However no appropriate steps were taken to maintain proper hygiene and sanitation at the wholesale fish market complex. Day-to-day maintenance of the market has never been carried out. An effluent treatment plant should be constructed and waste water be treated. Proper waste disposal facilities and drainage system ought to be made available. Efforts have never been made to stop all the illegal activities going on at the Wholesale fish market”, he submitted.
