PANJIM: While uncertainty still hangs over seniority based promotions of 501 police constables (PCs) and sub inspectors (SIs) in the first Indian Reserve Battalion (IRB), Goa government has reportedly said that the posts will not be revived again once lapsed.
The Goa police department had constituted a two-member committee comprising of crime branch SP and Deputy SP that examined representations from the aggrieved personnel and subsequently forwarded to higher ups and home department. The recommendations are still pending before the committee and this would lead to the personnel unnecessarily being victimized.
Four hundred and eighty IRB constables and 21 SIs are waiting for a final release of the seniority list. It may be recalled that more than two years ago, a tentative seniority list of the first and second IRB was finalized in October 2010 but it faced hurdles with some personnel expressing displeasure over the selection.
Sources also said the file has obtained financial approval from the government and was referred back to the committee for final release. But because of yet another delay by the committee, the promotional vacancies lapsed, for the third time. At that time the government revived the post.
Until last month, the IRB officials said the committee has not moved an inch compelling the government to warn the committee for not reviving the promotional posts.
Sources also say that deputy inspector general of police in September-October had sent a noting to the committee for discussion but nothing happened.
“Only after the seniority list is finalized and officially released that these personnel will be eligible for promotion. These personnel were recruited in 2006 and within three years they were confirmed…for promotion five years of regular service is required and after three years of service, ad-hoc promotion could be given,” explained an IRB source to Herald.
