GCZMA Allows Review Plea of Carrick Bend Realty

PANJIM: After hearings spread over two days. and lasting around three and a half hours, the Goa Coastal Zone Management Authority (GCZMA) has allowed the review application filed by Carrick Bend Realty LLP while rejecting a similar plea by Ajay Kumar Vaghani. In a seven-page order issued late at night, the GCZMA permitted Carrick Bend Realty LLP to pursue its review application, citing the absence of a show-cause notice prior to the demolition directions issued on October 7, 2025.

The authority noted that since no show-cause notice had been issued before passing the demolition order, the applicant deserved an opportunity to be heard. At the same time, the GCZMA directed that a show-cause notice be issued to Carrick Bend Realty LLP based on the site inspection report dated June 13, 2024. The applicant has been asked to submit a complete and detailed reply addressing all alleged violations within one week. Copies o the reply are to be served on all complainants ahead of the next hearing scheduled for January 8, 2026.

In contrast, the GCZMA rejected the review application filed by Ajay Kumar Vaghani, observing that the original decision against him was taken after following due legal procedure. The authority held that there were no valid grounds to reopen the matter.


The contention of the authority was that the show cause notice dated June 14, 2023 was issued to Ajay Kumar Vaghani and the proceeding was initiated wherein several personal hearings were conducted. Further, the authority observed that “although Mr Ajay claims that he has demolished all the violating structures the same was never confirmed by the authority and he was not discharged. Moreover, as per the Inspection report dated June 13, 2024 Authority observed that the violations were standing on ground and not fully complied with.” The order goes on to say, “Further, a personal hearing notice dated April 25, 2025 was served upon the Respondent Mr Ajay. Therefore the said proceedings continued against the respondent and finally culminated into an order which was passed in the 464th GCZMA meeting and the said directions under section 5 were conveyed vide order dated October 7, 2025.


“The Authority observed that the decision was passed after following the due procedure and therefore there is no case made for reviewing application filed by Ajay Kumar Vaghani,” read the order.
On the plea of applicant Carrick Bend Realty LLP that no notices were received the GCZMA order read: “Authority observes that the Respondent failed to intimate the change of address to the Authority and moreover, in his application for review it was observed that the applicant had mentioned the Porvorim address hence there is a lapse on the part of the Applicant.”
