Goa Government to Table Bill Restricting Land Sales Until Mundkar Rights Are Finalised

In a move aimed at protecting the rights of mundkars, the Goa government has decided to introduce a bill preventing bhatkars (landlords) from selling their land until all pending mundkar claims are resolved. The proposed legislation is expected to provide much-needed relief to residents living on landlord-owned properties who are awaiting official recognition as mundkars.
The bill is likely to be placed before the Assembly during the winter session beginning January 12. At present, more than 2,000 mundkar-related cases are pending before various courts across the state, creating prolonged uncertainty for affected families.
Officials say the new measure seeks to ensure legal clarity and protect occupants from displacement while their rights are still under adjudication. Further details will be announced when the bill is formally introduced.
