PANJIM: The Goa Human Rights Commission (GHRC) has recommended that the State government expedite the creation of rehabilitation homes across different talukas, in light of the 190 in-patients at the Institute of Psychiatry and Human Behaviour (IPHB) who require rehabilitation after treatment but remain in the hospital due to insufficient intake capacity.

During a visit to the IPHB in Bambolim, the Commission observed that many patients who require post-treatment rehabilitation continue to stay in the hospital because the existing two rehabilitation units in Majorda (South Goa) and Mapusa (North Goa) are unable to accommodate them.
The Commission therefore recommended that the Department for Empowerment of Persons with Disabilities, Porvorim; the Director of the Directorate of Social Welfare, Panjim; and the Institute of Public Assistance (Provedoria), Panjim, coordinate and expedite the process of establishing rehabilitation homes across various talukas in the state.
To raise awareness of human rights, the GHRC team, which included Acting Chairperson Desmond D’Costa, Secretary Biju R. Naik, Under Secretary Anita S. Bhosle, Section Officer Umesh N. Desai, Legal Assistant Nitesh N. Ambekar, Accountant Jolizio Vales, and other staff members, visited the IPHB on Tuesday.
Dr Anil Rane, along with other doctors and nurses at the IPHB, welcomed the team and gave them a tour of the well-maintained premises. The team visited both the female and male wards and interacted with the patients.
The Commission also inspected the canteen and kitchen areas, which were found to be maintained in hygienic conditions and well-supervised by a dietitian and trained staff.
The Commission observed that the overall hospital and its premises were exceptionally clean, making the visit a valuable learning experience for all team members.
The report will be forwarded to the Director for Empowerment of Persons with Disabilities, the Director of Social Welfare, and the Director of the Institute of Public Assistance (Provedoria) for necessary follow-up.
