PANJIM: The government on Tuesday announced that it would draft a policy to streamline regularization of government servants on contract, in addition to downsizing excess staff.
While the ratio of government employees vis-a-vis population of the State has come down in the last two years, Parrikar said it did not mandate for absorption of contract personnel into regular services, except in exceptional cases.
He told the House that he was not against regularization but found that while on contract the employed person works better than after regularization. “There is no guarantee of work (being done) after regularization,” he said.
Parrikar told the House that the state government, in most cases, is not taking staff on contract.
“It is for the central schemes that candidates are taken on contract and later this burdens the state government. You can neither withdraw the schemes nor people,” he observed.
He also said that there is need for accountability and said they had introduced the equal pay equal work principle since August.
“In case procedures were followed for recruiting personnel on contract then the government could consider regularization especially those taken by the labour society,” he disclosed.
Parrikar also said that in case there are excess regular staff in certain departments they can be absorbed elsewhere where there is a requirement.
It was also pointed out that with introduction of technology the requirement of employees is minimal in certain areas.
The issue of problems pertaining to direct and indirect recruitment of staff in government services was raised by Dabolim MLA Mauvin Godinho during question hour on Tuesday wherein he urged government to have a policy on recruitment.
