HC issues notices to PWD, contractor in contempt plea

The High court has issued notices to the PWD and the Dongorim bridge contractor in a contempt petition filed by the farmers of Aquem-Baixo.
The farmers who are Interveners in Writ Petition No.297/2010 filed before the High Court of Bombay at Goa, have in their Contempt Petition prayed that the Court be pleased to initiate the contempt proceedings against the respondents namely Anil S Ringane, the Executive Engineer of PWD Division VI and the Contractor Mrs Bernadette D’Silva of M/S DC Construction in accordance with the Contempt of Courts Act 1971 which includes punishment in accordance with law.
Claiming to be agriculturists belonging to the Scheduled Caste and Scheduled Tribes, the petitioners said they have in possession of their respective properties consisting of paddy fields and are dependent on the income received from these properties. They alleged that the respondents have commenced construction activity in the adjoining properties, which construction is for the proposed RCC bridge linking Dongorim and Firgulem in the village Panchayat of Navelim in Navelim constituency.
They stated that on account of the construction activity undertaken by the respondents, who have been dumping construction material like mud, rubble, stones etc in the paddy fields of the petitioners; that the dumping of the material is on a large scale and is being done in a haphazard manner, that the respondents have dug huge trenches in the property for constructing the approach road to the proposed bridge etc.
The petitioners stated that the respondents have failed to remove the debris lying in their properties, which was directed to be removed by the high court dated April 15 passed in writ petition no 297/2010.
