PANJIM: State government has levied the increased library cess of Rs 1.50 per bulk litre, in the form of a surcharge on the excise duty payable on Indian Made Foreign Liquor (), beer and wine manufactured, imported, sold in Goa and exported outside the State. Presently there is Re 1 duty on bulk litre. The new rates would come into effect from April 1.
Government through a notification issued on March 25 has levied the library cess by amending the Goa Public Libraries (Amendment and Validation) Bill 2013. Earlier a cabinet decision had been taken on the issue on October 10, 2013 and announced in the State Budget 2014-15.
