Luis was a resident of Aquem, Baixo, Navelim and was proceeding to Margao on his cycle, when the accused Prajwal Shivkumar knocked him down with his Tempo Traveller. Shivkumar is a resident of Shimoga, Karnataka.
The cyclist suffered grievous injuries in the incident and later succumbed in GMC, Bambolim.
