PANJIM: The cabinet on Wednesday reversed the October 28, 2005 Congress cabinet’s decision on the Pre-Employment Training Scheme (PETS) which had scrapped providing government employment to trainees on completion of their training, with retrospective effect.
Chief Minister Manohar Parrikar who initiated the scheme in 2001, said that PETS trainees who had been absorbed by the government would get 10 years benefit for pension, but PETS would not be continued though government intends to give training and service. The candidates, mainly comprising lower division clerks, typists, drivers, were absorbed during the earlier tenure of the Manohar Parrikar in 2002.
“Their seniority will be protected,” Parrikar told
media adding that this is not a new scheme but only “the injustices in the scheme are to be corrected.”
The present proposal before the cabinet is to reverse the decision of the Congress cabinet meeting and to take steps to insert the PETS clause “successful completion of pre employment training under the Pre-employment Training Scheme conducted by the government along with modifications that are required to be done relevant to the elapsed time with the approval of the chief minister.”
After initiation of PETS in 2001, 1554 trainees were recruited in six categories ~drivers, assistant linesmen/wiremen, stenotypists, primary school teachers, assistant teachers and lower division clerks only for the purpose of acquiring training.
Parrikar, while speaking to the media, however, clarified that there will be no backdated financial liabilities, adding. “I think that there were around 786 trainees left,” he said.
In another decision the cabinet reversed a decision taken by the earlier regime which had rejected six candidates who were recommended by a selection body for the post of assistant agriculture officers.
“They had gone to court. The cabinet decided that there were not enough reasons for rejection,” Parrikar said, adding that four of them had made representations to the government, so we decided to take them by relaxing certain conditions like age. He also said that they would be sending letters to the remaining two.
