PANJIM: Henceforth, consent to establish or operate under the Air and Water (prevention and control of pollution) Act to red category industries would be issued within 90 days of Goa State Pollution Control Board receiving the application and will be valid for five years.
The Board has decided to implement the Public Service Delivery Guarantee Act and to bring in transparency and expedite the functioning and address complaints and applications in a time-bound manner.
Consent for large orange category industries would be provided within 60 days and would be considered valid for ten years. As far as green category industries are concerned, the time limit set for clearing the application is 45 days with validity of 15 years.
“The Board will not insist for consent for white category industries,” GSPCB member secretary Levinson Martins said in a circular.
Authorisation under Bio-Medical Waste Rules, Municipal Solid Waste Rules, Batteries Waste Management Rules, Registration under Plastic Waste Rules, Authorization under E-Waste Rules, will be provided within 45 days of submission of application.
The inspection-cum-effluent sample recording of large industries, under red categories, would be undertaken once every three months, while for small and medium scale industries it would be once in 12 months.
Large industries under orange category will go for inspection once in six months, while small and medium scale industries will have inspection once in three years. For larger industrial units under green category, the inspections are scheduled once in a year.
“With regard to green category (low risk) industries, it is decided to exempt physical inspection of green category units with the history of satisfactory compliance. Self certified documents are to be provided by the green category industries then the same would be exempted from routine inspection,” Martins said.
