PANJIM: Urban Development Department has drafted a special scheme to regulate street vending through demarcation of vending zones and protect the rights of hawkers.
The government has notified the Goa Street Vendors (Protection of Livelihood, Regulation of Street Vending and Licensing) Scheme, 2017, as per which, urban bodies have to constitute a town vending committee, which will be responsible and held accountable for functioning of street vendors.
The town vending committee has to undertake a survey of all street vendors within the next three months. “Committee shall designate the vending zone as primary, secondary and tertiary, considering the commercial potential, facilities and other factors,” the document states.
Street vendor will be provided with certificates declaring them legal, provided street vending business is the only livelihood and is being operated by him/her or a family member. The street vendor has be 18 years old or more.
Street vendors are classified under various categories like stationary street vendor, mobile street vendor and mobile street vendor using motor vehicle.
The department has clarified that every street vendor will be responsible for the cleanliness of the immediate surroundings of the area allocated to them in a vending zone, and shall collect and process the waste generated by his business as instructed by the local authority.
