Three Franca panchas oppose NOC to builder

PORVORIM: Three panchas of Penha-de-Franca Panchayat have requested the Director of Panchayats to revoke the construction license issued by the panchayat to a builder to construct 12 flats in Ward 10 at Porvorim.

PORVORIM: Three panchas of Penha-de-Franca Panchayat have requested the Director of Panchayats to revoke the construction license issued by the panchayat to a builder to construct 12 flats in Ward 10 at Porvorim.
The three panchas, Visranti Dessai, Umesh Phadte and Ghanashyam Naik, have written a letter to the Director of Panchayat stating that in the panchayat meeting on October 15, a resolution was adopted to issue construction license to a builder though the builder did not comply with requirements.
The panchas stated that the builder did not submit conversion Sanad and sub-division plan along with the application for construction of building at Porvorim, no NOC from the Electricity department for providing required electricity load was obtained, no NOC from the water supply department was obtained and the panchayat did not carry out site inspection.
“Immediately after the meeting and before confirmation of the proceedings of the meeting, construction license was issued to the builder by the panchayat secretary, who had joined the panchayat one day prior to the meeting,” states the letter.
In the next meeting on October 31, the three panchas raised the issue and stated that the builder did not furnish the conversion Sanad, a sub division plan along with the application and hence the license issued by the panchayat is illegal.
They also sought to know why site inspection was not carried out in the presence of ward member. The panchayat secretary assured to revoke the license immediately. However till date, no license has been revoked. On the contrary, work is going on in full speed without displaying the board at the construction site mentioning the project details, states the letter.
