The Tamil Nadu government announced a major welfare measure on Tuesday, extending a full 365 days of paid maternity leave to female state government employees for the birth of their third child. Under the prior regulatory framework, female government employees were entitled to a year-long (365 days) paid leave for their first two surviving children, while maternity leave for a third child was restricted to 12 weeks (84 days). The new directive removes this distinction, ensuring uniform benefits across three births.
Assembly Announcement Human Resources Management Minister D Sarathkumar unveiled the initiative in the state Assembly during the debate on his department’s demand for grants. Addressing the House, Sarathkumar emphasized the administration’s policy direction: “As the Tamil Nadu government is a welfare-oriented administration that prioritises social welfare and women’s empowerment, the maternity leave currently provided to women government employees for their third child will be increased from 12 weeks to 365 days.”
Policy Context and Shift Historically, public sector maternity policies in various Indian states aligned with population control measures, tapering benefits or capping maximum paid leave periods after the second child. Tamil Nadu’s move reflects an evolving approach to administrative support for female public sector workers. By placing third-child maternity leave on par with the period granted for the first two children, the state aligns child care allowances under a singular standard for its workforce.
The administrative update requires female employees requesting third-child maternity leave to receive full salary compensation throughout the 365-day period, matching the terms already applicable to earlier births. The policy alteration marks one of the recent major welfare measures announced under Chief Minister C. Joseph Vijay’s administration, following his taking office in May 2026. The Human Resources Management Department is expected to issue formal administrative guidelines and government orders (GO) detailing the implementation procedures for eligible state personnel.
