The United Goans Foundation (UGF) has submitted representations to government authorities demanding that the “questionable” certification process of existing structures be kept in abeyance, citing the ongoing investigation into alleged manipulation of Bhunaksha plans.
The UGF stated that the Revenue Department, through respective Collectors, has begun accepting applications for certification of existing structures to secure exemption from fresh conversion sanads.

UGF president Dr Aashish Kamat said the Bhunaksha plans were allegedly manipulated during their conversion to the Bhunaksha software, resulting in large-scale inclusion of structures, particularly in No-Development Zones (NDZs) and CRZ areas.
After the issue was raised in the Legislative Assembly, Chief Minister Pramod Sawant had announced an impartial inquiry by the North Goa Collector. The inquiry, currently being conducted by the North Goa District Magistrate, has not yet publicly confirmed its conclusion or any action taken.
Dr Kamat demanded that the certification process remain suspended until the inquiry is completed and necessary clarifications or corrective directions are issued. “This course of action will ensure due process of law, prevent loss of public revenue, and uphold the authenticity and integrity of land records in the State,” he said.
Copies of the letters have been submitted to the Chief Secretary, Secretary (Revenue), District Collectors, Director of Vigilance, and the Accountant General of Goa.
