Goa Education Dept Orders Schools, Colleges to Curb Stray Dog Menace Following Supreme Court Directive

Acting on a Supreme Court order dated November 7, 2025, the Directorate of Education, Government of Goa, has issued strict instructions to all educational institutions, including schools, colleges, universities, and coaching centres — to implement measures ensuring safety from stray dogs on campuses.

Institutions have been directed to secure their premises with proper fencing, appoint a Nodal Officer responsible for campus cleanliness and safety, and submit compliance reports by November 17, 2025.

The circular also mandates regular inspections every three months to monitor adherence to safety guidelines. Additionally, all institutions must conduct awareness sessions on animal safety, humane behaviour towards stray animals, and first aid response in case of incidents.

Officials said the move follows growing concerns over stray dog attacks and aims to balance student safety with animal welfare. The Directorate emphasized that non-compliance would invite strict action as per government norms.
