IIT and Goa

It appears that the IIT in Goa may not take shape so soon. While IIT for Goa is definitely a welcome step, I have a few doubts too. Initially when the IITs and IIMs were limited, there was an assurance of quality. UPA-II and Modi government too have spoken about an IIT and IIM for each State. But is there any indication mark to assure quality? Or are these turning mere mammoth buildings devoid of any quality?
As far as Goan IIT is concerned, our NIT needs to be given an adequate campus first. CM Parsekar must once visit NITK Surathkal in neighboring Karnataka, which has a sprawling campus. Our NIT Goa functions in a temporary campus at Goa Engineering College, Farmagudi. 
Parsekar has said recently that if adequate land for an IIT is not found soon, classes should be started in the Farmagudi campus of Goa Engineering College itself.
Is the State Govt. hell bent on making a mockery of the IIT now? We need to think whether Goa actually needs an IIT or not. Are we having any land to give? And are we ready to do so?
