The National Green Tribunal (NGT), Western Zone, has directed all respondents to file their affidavits within next four weeks in connection with an appeal seeking demolition of the Bastian Riviera nightclub at Morjim.
The petitioner Ajit C Volvoikar had approached the NGT seeking execution of the order dated September 7, 2025, passed by the Goa Coastal Zone Management Authority (GCZMA), which had directed demolition of structures located in Survey Nos. 118, 118/0, 118/1-S-1, 118/1-S-2, 118/1-S-3 and 118/1-S-4 on the banks of the Chapora River at Morjim in Pernem taluka.

The demolition was to be carried out by M/s Carrick Blend Realty LLP, Ajay Kumar Vaghani and Bastian Hospitality (Goa) Private Limited. Through the impugned order, the North Goa District Collector, Pernem Deputy Collector and Sub-Divisional Officer (SDO) were directed to report whether the structures had been demolished.
As the demolition order was not implemented and the structures continued to stand at the site, the NGT asked the North Goa Collector and the Pernem Deputy Collector, asking them to clarify whether the structures were demolished and, if not, to explain the reasons within 15 days.
During the last hearing on January 22, 2026, the NGT received written communications from both, the North Goa Collector and the Pernem Deputy Collector stating that the demolition could not be carried out due to the ongoing Special Intensive Revision (SIR) exercise and that the process could only be executed after February 14, 2026, following publication of the final electoral rolls.
At this stage, M/s Carrick Blend Realty LLP appeared before the Tribunal without having been issued notice and informed the Bench that the demolition order had already been reviewed by the GCZMA with respect to Survey Nos. 118/1-S-1, 118/1-S-2 and 118/1-S-3 only. The firm stated that it would file an affidavit along with a copy of the GCZMA order to that effect. The NGT directed that these facts be brought on record by filing an affidavit and a copy of the same be served upon the applicant’s counsel.
In view of the report submitted by the North Goa Collector, the NGT bench comprising Justice Dinesh Kumar Singh and Expert Member Dr Sujit Kumar Bajpayee issued notices to the remaining respondents, directing them to file their replies within next four weeks. The Tribunal mentioned that appropriate orders would be passed after perusal of the replies and posted the matter for further consideration on March 13.
