PANJIM: Three village panchayats have claimed that black spots in their respective jurisdictions are cleared and all possible measures are undertaken to prevent emergence of these spots.
The submission was made by the Panchayats of Merces, Chimbel and Santa Cruz to the High Court of Bombay at Goa on Thursday, which came in response to a petition filed by Advocate Aires Rodrigues.
The three panchayats in their affidavits submitted to the High Court have also stated that they are taking all possible steps and measures to prevent black spots. The Division Bench of Justice M S Sonak and Justice M S Jawalkar on July 12 had directed these panchayats to clear the black spots by July 20 and to file a compliance report.
The petitioner had submitted to the court photographs clicked on July 10 showing garbage dumped along the roads in these three panchayats, as the High Court is hearing a Contempt Petition filed by Rodrigues in 2017 over the failure of the authorities to comply with the undertaking given to the High Court by the Government in 2008 that a proper garbage management plan would be in place.
