CORTALIM: The Comunidade Commission constituted by the State government to study various issues pertaining to the functioning of the age-old institutions shall submit their final report to the chief minister within a period of one year from the first meeting of the Commission.
It may be recalled that the constitution of the commission comes against the backdrop of the recommendation of the Comunidade convention held in October 2009 under Article 652 of the Code of Comunidade, as per directions passed by the high court in a writ petition filed by Celestino Noronha and two other shareholders from South Goa.
The Commission comprises of Minister for Revenue (Convenor), Advocate Antonio Bonifilio Braganza (Co-ordinator), Augusto Monteiro, Savio Correia and Tulio D’souza (Members) and senior advocate M S Usgaonkar and Egipsio Noronha Rodrigues (Advisors). The Commission shall be assisted by administrative staff consisting of one steno, one UDC, one LDC and two peons.
The co-ordinator of the Commission shall report to the Convener on a weekly basis. The Commission shall meet under the Chairmanship of Co-ordinator once in a week but not less than four times in a month.
The commission will study the functioning and organization of the administration offices and recommend measures for their efficient functioning identify dead or non-functional comunidades (Comunidades Commissas) and make recommendations for their liquidations for merger as per law, fix accountability for illegal and irregular acts committed by the Administration offices over the years, look into the grievances of the Petitioner in Writ Petition No. 406/2009, and any other issues as deem fit by the Convenor.
