The Core Comit tee of the ‘Enough is Enough’ movement, which is led by Justice Ferdino Rebello, is sued a warning on Sunday, of organising a mega strike in Salcete if its 10-point charter of demands, includ ing the scrapping of Section 39A of the Town and Coun try Planning (TCP) Act, is not met, even as it held a meeting in Margao to initi ate its Salcete taluka organi sational setup. Addressing a press con ference after the meeting, core committee members Elvis Gomes, Adv Cleofato Almeida Coutinho, Chim bel-based activist Govind Shirodkar, Sabita Mascar enhas and Serafino Cot ta said the campaign has gathered momentum over the past three months, with meetings held across sever al talukas and committees being set up. Justice Ferdi no Rebello, who leads the movement, was not present at the press conference. They said the Salcete meet ing was meant to put in place the organisational setup and build a volunteer base, calling on people to come forward as the movement takes shape across Goa.
The speakers said the agitation is being taken forward on two fronts — backing an ongoing legal challenge to Section 39A while continuing mobilisa tion on the ground. They said if the govern ment accepts their 10-point charter in full, the issue can be resolved; otherwise, they are prepared to organ ise a mega public meeting in Salcete on the lines of the Chimbel agitation. The speakers said Sec tion 39A has been intro duced and extended in a piecemeal manner, allow ing gradual changes to land use. They alleged this ben efits select interests, makes the provision arbitrary and opens it to misuse, warning that such changes could have serious long-term consequences for Goa. They also questioned what they described as se lective implementation of the provision, pointing to instances where it was re portedly halted in two con stituencies, including that of the Chief Minister, while continuing elsewhere. Referring to their charter, they said the demands seek to address these concerns and urged the government to respond, adding that they “hope better sense prevails”.

They appealed to people to come together, saying the issue goes beyond in dividual projects and has wider implications for Goa. They said the immedi ate focus is to complete the organisational setup in Salcete and strengthen the movement’s presence on the ground.
