Former Minister Prakash Velip Submits Memorandum to Parliamentary Panel Seeking Political Reservation, Land Protection for Goa’s ST Communities

Former Deputy Speaker and Ex-Minister Prakash Shankar Velip has submitted a memorandum to Shri Faggan Singh Kulaste, Chairman of the Parliamentary Committee on the Welfare of Scheduled Tribes (STs) and Scheduled Castes (SCs), outlining several key demands on behalf of the Gowda, Kunbi, and Velip communities of Goa.

Among the major demands are political reservation for Scheduled Tribes in the Goa Legislative Assembly ahead of the 2027 general elections, a ban on sub-categorization within ST communities, and a comprehensive census to accurately determine the ST population in the state.

Velip has also urged the government to prohibit the sale of land belonging to Scheduled Tribes to non-ST individuals, stressing the need to protect tribal land ownership and preserve community rights.

The memorandum emphasizes that these measures are essential to ensure social justice, political representation, and economic security for Goa’s indigenous tribal communities.
