Goa fails to get integrated housing and slum programme

For some reason, Goa is one of the only three states / union territories in India that are out of the scope of the Integrated Housing & Slum Development Programme (IHSDP). The other two are Sikkim and Lakshadweep.
A major initiative in the area of pro-poor governance, the IHSDP includes internal earmarking within local body budgets for basic services to the urban poor, in proportion to their share in the total population of the concerned city.
It comprises implementation of a 7-Point Charter, including provision of basic services to urban poor, security of tenure at affordable prices, improved housing, water supply, sanitation and ensuring delivery of already existing universal services of the government for education, health and social security within the mission period and as per agreed timelines.
It involves earmarking at least 20 to 25 per cent of developed land in all housing projects (both by public and private agencies) for the economically weaker sections and the lower income group (EWS/LIG) categories, with a system of cross-subsidisation. This must be undertaken in conjunction with other measures aimed at creating an enabling framework of good urban governance for sustainable development of cities and towns, to stop proliferation of slums.
