PANJIM, JAN 3
Bombay High Court at Goa has issued show-cause notice to police inspector Salim Shaikh as to why he should not be punished for disobeying lower court’s order that asked him to file a charge sheet in an assault case.
Advocate Ranjit Satarkar said that the single bench Judge N A Britto issued the show cause notice to the PI on December 29, 2010. JMFC in an order on February 16, 2006 directed PI Shaikh to file a chargesheet against accused-men who had blackened the face of Head of Microbiology Department of Goa University Dr Joe D’Souza. The accused had also assaulted the HoD in the university premise. “In spite of the order, the inspector did not file the charge sheet for a period of one year and 10 months despite receiving legal notice to file it in the court. He did it only after the contempt notice…” Satarkar said in his press note.
PI Shaikh was earlier convicted by the High Court and punished with penalty of Rs 15,000 for violation of human rights by parading two accused in handcuffs in Panjim and Taleigao village. He along with another PI was punished for the offence and the State was asked to conduct disciplinary action against both inspectors.
