Administrative front needs staff

MARGAO: The Margao Municipal Council is facing testing times on the administrative front, even as Chief Officer Deepali Naik maintained that the civic body is seized of the matter and trying to tide over the situation.
Two senior positions of office superintendents have fallen vacant in the civic body and the municipality has found itself in a tight spot whether to fill up the vacant posts departmentally or through deputations. Officials in the know said the posts of municipal superintendents can be filled up by promoting head clerks, who have completed five year of service as HCs. It is, however, learnt that the incumbent head clerks, who have been promoted only recently, have not completed five years. It is now left to the municipal administration to take a call on whether to fill up the posts departmentally or through deputation.
The Accounts and Taxation officer is holding the additional charge of Mormugao municipality, forcing him to shunt every week between the Commercial and the Port Town of Vasco to discharge his duties.
Incidentally, the civic body has recently filled up the vacant post of Accounts and Administration Officer ((AAO) by roping in a retired officer on contract basis. Why the civic body did not move at the right time to appoint a serving officer to head the post of AAO remains unknown since the post has been lying vacant for more than a year now.
That’s not all. Around 4-5 senior officers of the rank of UDCs and others are due for retirement in the next one year. Sources in the know informed that there are also many workers, who are drafted for clerical work in the civic body, some of whom are even engaged in computers.
Says MMC Chief Officer Deepali Naik: “I am aware of the situation on the administrative front. As far as the two office superintendents are concerned, the civic body will make a letter to the DMA to depute officers on deputations if our departmental staff cannot be promoted to the top posts.”
The CO has also dispatched a letter to the government to revive the number of posts which has lapsed for not filling them on time over the years.
Incidentally, the CO said that civic body has engaged the services of a second sanitary officer, who will be entrusted with the duties of looking after hotels and restaurants.
