PANJIM: The United Goans Foundation (UGF) has filed a vigilance complaint against Deputy Chief Minister and Minister for Urban Development Francis D’Souza, director of municipal administration Elvis Gomes and the sitting Mapusa councillors for illegal allotment of shops in the new Mapusa Market complex to individuals under a Rehabilitation Scheme that ended in 2004.
Addressing media persons, UGF secretary Avinash Tavares said that around seven shops of 8 square metres each were allocated to individuals without auction on the pretext of Rehabilitation between 2013-14.
“In 2004, Directorate of Municipal Administration has categorically stated that the Rehabilitation Scheme is a one-time scheme,” he said.
“The shops were allotted in spite of several objections being raised in the Urban development department,” he added.
Tavares has named Umesh Mayekar, Banudas Kalangutkar, Anant Kudalkar and Madan Navelkar as beneficiaries of the shops in the market under the scheme.
“Documents clearly indicate that undue favour was done to these individuals by manipulating facts and violating the law. We demand that the officers be suspended and an FIR be lodged against these individuals under the Prevention of Corruption Act,” he demanded.
