PANJIM: State Level monitoring committee has been constituted to keep a watch on private cable TV channels, especially the programme contents and advertisements, with district magistrates being designated as Authorized Officers by Goa government.
The seven member committee headed by Secretary of Information and Broadcasting will review and deliberate on the litany of complaints from the authorized officers, who are given powers to confiscate the equipment of a cable operator for any violation.
The government, through a gazette released Thursday also mentioned that the committee should take a decision on the violations and accordingly advice, if any action is to be taken.
“The Committee will forward complaints against satellite channels (national channels) to the Additional Secretary, Ministry of Information & Broadcasting, Government of India, who is the Chairman of the Inter-Ministerial Committee constituted under Section 20 of the Cable Act to look into the violations of Programme and Advertisement Codes,” the gazette notification adds. The committee members, who will have two years tenure, cannot be re-nominated.
The formation of enforcement mechanism to put into effect the provisions of Cable Television Network Regulations, 1994 was unanimously agreed upon at the 25th State Information Ministers Conference (SIMCON) held on April 16, 2005, in New Delhi, after it was observed that enforcement of the Act was not satisfactory, in many parts of the country, either due to lack of knowledge or lack of a mechanism.
