PANJIM: In a first in recent times, PWD Minister Nilesh Cabral has ordered the suspension of a road contractor’s licence for two years for shoddy work done by him on the road stretches from Divja Circle, Panjim to Secretariat, Porvorim and from Divja Circle, Panjim to Miramar.

Cabral has also asked the PWD Principal Chief Engineer (PCE) to issue a show-cause notice to the contractor CA Ibrahim asking him as to why his licence should not be permanently cancelled and why he should not be blacklisted by the government.
The Minister’s directives came after he sought a report from the Executive Engineer, Works Division-II in view of the bad condition of the road stretches from Divja Circle to Secretariat, Porvorim via KTC bus stand and Divja Circle to Miramar, which were resurfaced recently.
The Minister has also asked the PCE to suspend the licence for two years and to submit a compliance report latest by July 7.
He has further directed that no more work will be allotted to the said contractor post-suspension in any work where tenders have been opened and he is the successful bidder and expenditure sanction is awaited. In the case where work orders have been issued to him and work had not commenced, then the work orders should be recalled.
Cabral said that no further payments are made to the contractor for the works from Divja Circle to Secretariat, Porvorim and from Divja Circle to Miramar.
The Minister has sought suitable time from the Goa Engineering College, Farmagudi to test the samples for the content of bitumen from the samples drawn by core cutting of the following road stretches in the presence of a representative deputed by the contractor.
