Prevent breeding ground for malaria, dengue near South Goa Collectorate Building

I had some work near the South Goa Collectorate Building recently. As I visited the exit point (near KFC) I saw a huge puddle of stagnant water, probably caused by the rain.  

But, what was shocking is that was a huge breeding site of mosquitoes where I could see the larva of the mosquitoes floating around.

When the State is already fighting against COVID-19 pandemic, we can’t have a mosquito borne diseases at the side too. The healthcare system has been working overtime for the past two months. I think the medicos deserve a break. I’ve two questions — Why isn’t there a drainage system which prevents water stagnation, there are hundreds of government officials that walk in and out of the Collectorate Building, why does no one report it to the Health Department?
