Significant progress has been reported in Gujarat’s ambitious Kalpasar Project following Prime Minister Narendra Modi’s recent diplomatic visit to the Netherlands.
During the visit, PM Modi, accompanied by Dutch Prime Minister Rob Jetten, inspected the Netherlands’ iconic Afsluitdijk water management structure. The 32-kilometre barrier dam is globally recognised for its advanced flood control and marine engineering systems.
Impressed by the engineering model, PM Modi reportedly observed that the technologies used in the Afsluitdijk project could offer valuable insights for Gujarat’s proposed Kalpasar Project due to the structural and geographical similarities between the two projects.
To strengthen cooperation, a Letter of Intent was signed between India’s Ministry of Jal Shakti and the Netherlands’ Ministry of Infrastructure and Water Management. The agreement aims to establish direct technical collaboration for the Kalpasar Project and accelerate its implementation using Dutch expertise in marine infrastructure and flood management.
The partnership builds upon the India-Dutch Strategic Partnership on Water launched in March 2022 and is expected to provide India access to more than 90 years of Dutch experience in dam construction and coastal protection engineering.
The Kalpasar Project, first conceptualised during Narendra Modi’s tenure as Gujarat chief minister, proposes the construction of a massive dam across the Gulf of Khambhat. The project seeks to capture water from seven rivers flowing into the Arabian Sea and create a large freshwater reservoir.
The ambitious initiative is expected to enhance long-term water security in Gujarat by reducing dependence on the Sardar Sarovar Dam and improving drinking water and irrigation supply in drought-prone areas of the state.
Despite its potential benefits, the project has faced delays for years due to complex marine engineering and environmental challenges. However, recent diplomatic and technical engagements have revived momentum around the proposal.
In late March, Gujarat Chief Minister Bhupendra Patel met Netherlands Ambassador Marisa Gerards in Gandhinagar to discuss the creation of an Indo-Dutch expert group aimed at resolving technical hurdles linked to the project.
Adding to the project’s progress, global maritime engineering firm Royal HaskoningDHV has already contributed to developing the crucial closure methodology required for the proposed dam as part of the project’s detailed planning report.
