BSNL tsunami

I shifted to St Cruz with my family 15 years ago. Previously I lived in Miramar since birth and was brought up in Panjim. However, I am having serious problems regarding broadband connectivity in St Cruz.

I shifted to St Cruz with my family 15 years ago. Previously I lived in Miramar since birth and was brought up in Panjim. However, I am having serious problems regarding broadband connectivity in St Cruz.
The DP (meter boxes) of BSNL telephone lines are located just few metres opposite to our residence, between two buildings. They are in bad condition, broken apart and hanging precariously. The telephone wires are completely entangled, making it difficult to find out which line belongs to whom. 
I have a BSNL telephone connection with broadband internet which I use to send emails, and most importantly my son uses it for his education.
One Saturday, I had some urgent mails to be sent. However, there was much disturbance in the telephone line. Hence to get the lines repaired I had to visit the telephone exchange twice to request BSNL personnel to get the line fixed. I was then sent to three higher authorities since the linesmen did not have the necessary cables. But all I received from the higher authorities were some negative replies. 
Complete fed up with the state of affairs in BSNL, I brought two cables of 20 meters each and paid for them myself, despite paying hefty bills every month without fail. 
So BSNL, when can we expect old DP boxes to be replaced, new calling and proper wiring to be done for better service. When will citizens be able to depend on you for emergency communications? Can this be done before the start of monsoons please?
