Cabral Sparks Debate at Quepem Event, Says 25-Year Residents Shouldn’t Be Called Migrants

A remark made by Power Minister Nilesh Cabral during the Adivasi Sanghatana lottery coupon draw at Quepem on Sunday sparked a brief exchange of opinions among leaders present on stage.

Speaking at the event, Cabral said, “Those who have been staying in Goa for the past 25 years should not be called migrants.” His statement drew immediate response from Quepem MLA Alton D’Costa, who disagreed, calling it an unfair remark.

The function was attended by prominent political figures, including Vijay Sardesai, Alton D’Costa, and Nilesh Cabral, along with several local leaders and community members.

While Cabral’s comment appeared aimed at recognising the long-term contribution of non-Goan residents settled in the state, it stirred mixed reactions among attendees, with some viewing it as a sensitive issue tied to Goa’s identity and demographic balance.

Alton D’Costa emphasised that every Goan has a right to express concerns over migration, adding that such matters should be addressed carefully to preserve social harmony.

The Adivasi Sanghatana event otherwise proceeded smoothly, featuring cultural performances and a community lottery draw, but Cabral’s statement has since prompted public discussion on the definition and identity of “migrants” in Goa.
