MARGAO: Nearly two and half years after the previous pancahayt body had granted NOC for sub-dividing15 plots, the Carmona panchayat has revoked the ‘No Objection Certificate’ issued to the Mumbai-based real estate developer M/s K Raheja Universal Ltd.
That’s not all. The panchayat has directed the Rahejas to remove the controversial RCC pipeline and inform the body of the compliance of its direction, at the earliest.

The panchayat’s decision comes after the body said that the reply filed by Rahejas to the show-cause notice is unsatisfactory and considering the submission made by the real estate developer that it has asked the Town and Country Planning Department for cancellation of the NOC and licence for sub-division of plots.
Deputy Sarpanch Orlando Da Silva said the panchayat decision conforms to the resolution adopted by the gram sabha to revoke the NOC issued for the sub-division of plots.
The show cause notice was issued on the ground that the average width of the existing approach road to the property is hardly 3-4 meters when the existing development rules and regulations mandates a minimum 10-meter wide approach road if the plot if more than 20,001 sq mts.
Rahejas had earlier refuted the points raised by the panchayat in the show cause notice, including the allegation that the developer had laid two-large diameter cement pipes to drain sewage and rain water into River Sal.
In fact, Rahejas has maintained that the cement pipes were laid for storm water drain and not for the disposal of sewage.
Rajeha project in Carmona on asprawling land admeasuring 80,000 sq mts turned controversial after the Mumbai-based developer proposed around 617 apartments. The proposal kicked up a storm in the village and literally set the foundation for the anti-mega housing projects that swept Salcete’s countryside in mid-2000. The villagers opposed the project tooth and nail on grounds that the proposed housing colony would alter the village demography and affect the fragile infrastructure – roads, water and power.
