Is Goa prepared for the rains?

It was just around two to three days back when the government of Goa very confidently said they were prepared for the rains. Now I would like to inquire what maintenance the PWD and MMC have carried out in and around Margao because the road from Khareband to the Konkan Railway Station and beyond was flooded for about 30 – 45 minutes. So also were the roads in Margao. So should we Goans expect to live underwater, with the bad quality of maintenance work done and rains expected for a further two months and more? Where does the confident statement stem from or is it that the Government of Goa meant that they were ready to sleep over things for the next two and a half months thereby cause inconvenience to every Goan around the place?
