PANJIM: Stating that 40-50 per cent of crimes in Goa are either related to or committed by migrants, Chief Minister Manohar Parrikar on Tuesday announced that an advisory will be issued under Section 144 of Criminal Penal Code (CrPC) making registration of migrants or labourers mandatory.
Parrikar said that as per the advisory all the contractors would be directed to register their labourers with the State government. He also assured to direct the police to verify the antecedents of the workers involved in various forms of work in the State, right from construction to household works.
Parrikar, who holds Home portfolio Tuesday categorically, stated that ‘being a tourist and developed State, crime needs to be controlled’.
The Chief Minister was responding to a question raised by Congress MLA Vishwajit Rane, who pointed out that those migrants who are employed as contract workers are involved in different crimes and suggested that they should be shunted out from the State.
“Large number of people from States such as Orissa and Andhra Pradesh are working in mining fields as contract workers. Neither government nor the company, they are employed with, have any information about their background. Nobody checks their identity proof,” he alleged, urging government to keep a strong vigil on them.
Parrikar said that the only option to reduce State’s dependency on migrants is to replace them by local workforce. He said that under Human Resource Development, government has decided to train locals in security and housekeeping.
Replying to another question tabled by Leader of Opposition Pratapsing Rane, Parrikar said that the crime chart in Goa for last four years is the same.
He said for 2012, police registered 41 cases.
“The figures have been similar since 2009,” he said, adding in 2009, 48 cases were registered, in 2010 and 2011 the number of cases registered were 40.
Parrikar said that in 40 to 50 per cent cases, migrants are involved in crime either as accused or complainants.
