PORVORIM: As the High Level Empowered Committee (HLEC) gave its nod for filling up of 5072 jobs in various government departments, CM Pramod Sawant said his govt is considering setting up a State Staff Selection Commission (SSSC) to bring in more transparency in filling up the vacancies.
Also, stressing upon the fact that the govt cannot accommodate every youth in its sector, Sawant said that the highly qualified people needs to be self -employed or opt for private jobs. He assured the House, that the govt will ensure that there is job security in the private sector. The House witnessed a detail debate on the number of posts created in various govt departments and corporations. During the discussion, Congress MLA Luizinho Faleiro brought to the notice of the members the pitiable condition, wherein highly-qualified youths are opting for jobs like peon, LDC in the govt sector.
BJP MLA Glen Ticlo had tabled the question on job creation. Sawant said that the Inter departmental committee of officers (IDCO) has been working on finding out exact vacancies existing in various govt depts. “IDCO had placed total 86 departmental proposals before HLEC, of which 70 proposals with 5072 jobs have been cleared and sent to concerned departments for creation of the posts,” he said.
“Now it is for the department to create posts and advertise them. We want the process to fill these vacancies to kick start at the earliest in a bid to streamline the administration,” Chief Minister said admitting that in last two years, there has been no much recruitment.
Addressing the apprehension raised by Faleiro with regards to favouritism and nepotism in the selection process, Chief Minister said that the necessary steps are taken to ensure that the process of filling the vacancies in various government departments is transparent in absence of the SSSC. “Last government (Parrikar-led government) had started the process to have to SSSC and we will be completing it,” he said.
Sawant said that in absence of SSSC, the instructions are given that written examinations for various vacancies are conducted by Goa University or the Goa Education Development Corporation or any other competent institution.
“If it’s necessary to hold a test of skills, then the respective department should hold it. We want competitive persons to come in our administration,” he told the House responding to a volley of questions posed by the opposition benches.
Sawant told the Assembly that in a bid to get employment in the government sector, there are several qualified youths who have been applying for the lower level vacancies. “I know about a person who had passed LLB degree but had applied for the post of peon in government department. He would naturally pass the written exam, but that is not fair,” said Sawant.
The CM added that that it is not possible for the government to provide employment in its department for each one. “That is why we want the private sector to absorb these youths. At present, there are 55,000 government servants, and we can add maximum 10,000 more. Where will rest of them go?” he questioned.
Sawant said that the register maintaining record of unemployed youth in the State has crossed one lakh mark, but many of those who have registered their name are already employed in a private sector. He added that the register of state-run employment exchange would be connected to the private companies so as for the government to know exact number of unemployed youths in the State.
“I would also like to request our MLAs that whenever someone comes to you for job, encourage them to take up private jobs and self-employment,” he stated.
Sawant also informed that 10 percent reservation in general category has been made for the economically weaker section, which will get the benefit once the new advertisements for the posts are released.
