Pay scales of only a few selected categories of employees had been regularly upgraded. The first upgrade was at the time of Goa’s Statehood where posts in the Directorate of Accounts, Secretariat, Mamlatdar, BDO, Goa Civil Service among others were revised and the government had in 1996 issued an order granting interim revised pay scales to other categories.
This upgradation was ignored at the time of implementing the V Pay Commission, but the government again resorted to selective upgradation that was withdrawn again at the time of the VI Pay Commission. In 2009, yet another order was passed for an increase in the pay scale of head clerks, superintendents, accountants, assistant accounts officers and accounts officers among others.
GGEA had objected to this and following several strikes, a committee was appointed in 2010 to deal with the situation. The committee worked out the financial liability according to the number of employees that were left out without upgradation in pay.
GGEA president John Nazareth said that the disparity in pay scales has to be dealt with. Parsekar on his part said he had stopped giving extensions to retired government employees and that they were re-appointing retired individuals on contract basis.
