HC notices on appointment of GSPCB chairman

PANJIM: The High Court of Bombay at Goa on Tuesday issued notices to the Chairman and Member Secretary of Goa State Pollution Control Board (GSPCB) in response to a petition challenging the appointment of the Board.
The fresh notices come over two weeks after the High Court had sent a separate notice to the State government seeking a reply to a petition filed by social activist Kashinath Shetye and others, alleging that GSPCB Chairman Ganesh Budho Shetgaonkar does not have the required 15 years experience in the field.
On December 15, 2017, the government had issued a notification appointing Shetgaonkar as chairman and other members to the Board. The activist had alleged that the government issued the notification contrary to the spirit of the Air Act and Water Act and Environment Protection Act and a Supreme Court judgment. 
“The chairman is not qualified for the post compared to other candidates who are more qualified than him… A transparent process as per the apex court judgment should be adopted and the best qualified candidate should be selected,” the petition said, seeking the court’s intervention.
